I want to add .htm & .html with security.limit_extensions = .php .php3 .php4 .php5.

I modified php53/opt/configs/php-fpm/tpl/php53-fpm-pool.conf.tpl but return again.

How can I add permanently .htm .html?

Do you mean .htm and .html also processing php code?.
