Cannot add any new mail accounts

I cannot add anymore mail accountds  'Alert: mailaccount_add_failed'  http://postimg.org/image/vqynkaow1/

 I tried  with no result 'sh /script/fixmail-all'  'sh /script/restart-services' 'service sh /script/restart-mail'.

'sh /script/restart-all' after 'sh /script/cleanup' fixed the problem.
