Can I close mysql port with firewall?

Prot 3306 now is closed on my firewall. Now I have two question:

1. Is it possible that closed SQL port, creating a problem?
2. What security risk would be if the port is opened?

Instead with firewall (it's still OK), add 'skip-networking' inside /etc/my.cnf under '[mysqld]'.
