User able to login to FTP with his Kloxo password !

I've created a user with password example 123.

Then tried to connect with such user to FTP which shouldn't work but it worked !

Am I mistaken, but all users are setup initially with FTP accounts.

It wasn't working before and I even cannot find such user in FTP passwords.

I have the same issue!
So, the first question is how do I get a list of all the users that can ftp? 
"pure-pw list" does not return the user that can login through ftp. Is there a group that I should look into?
