Apache hang ups

Very often it seems web sites on the server is down and i get Gateway Timeout 504 from Hiawatha.
When i run /script/fixweb, all sites come up again, but this causes down time!

In the log i see  [Sat Sep 13 08:26:26 2014] [error] server reached MaxClients setting, consider raising the MaxClients setting

Where do i find the Apache settings so i can raise MaxClients?
Also, i do only have couple of web sites that are barely accessed, so it's strange they hit MaxClient value.

Are you using 'mod_php_ruid2' instead php-fpm_event in 'webserver config'?.

Try 'apache optimize' as 'optimize' in 'webserver configure'

Are you using 'mod_php_ruid2' instead php-fpm_event in 'webserver config'?.

Try 'apache optimize' as 'optimize' in 'webserver configure'

Thanks, i've run 'optimize' for 'apache optimize'  using PHP-FPM.
Let's see if it helps in the long run.

@Mustafa: now it happens again. All the site are inaccessible. When i try to access a site, i see "Waiting for example.com" in the browser and after a while i get "Gateway timeout 504".

This probably happened last night.

[root@mail ~]#  netstat -plan    | grep :30080| less | wc -l
210
[root@mail ~]#
All of them are "tcp      740      0 127.0.0.1:30080             127.0.0.1:40899             CLOSE_WAIT  -"

Is this the problem that Apache isn't closing it's connections?
