When httpd is not in use (no proxy, using a different webserver) .htaccess files should not be created when running cleanup or fix scripts. There is no need for such file.
It makes clients think they can use it, when we have went pure hiawatha.
Please add sanity check before creating/updating .htacces file.

Even with httpd removed from the server, .htaccess files are recreated on fiix/cleanup scripts.
There needs to be a check before creating these, clients assume they can use them.
