High memory usage (RAM)

Hi,
I'm experiencing some high memory usage on my server. Here's the 'free -m' output:

Cached memory is always high. I scheduled "sh /script/clearcache3
sh /script/restart-all" to be run 3 times a day and it clears the memory but it gets used in about 20 minutes. This is my "sh /script/sysinfo; cat /etc/my.cnf" output:

I also tried setting Cache to 'none' in 'Switch Program' but it didn't solve anything. Any opinion or help?

Buffers/Cached memory not related to cache programs/plugins/modules.

It's about how Linux manage memory.

If swap no more than 5% x Memory that mean still normal.
