It's  big problem to stop more 1 minute to restart apache.
So I want to disable restaring fucton in order to restart manuly.

Why need restart manually?. And what's you mean 'It's  big problem to stop more 1 minute to restart apache.'

Whenever I register new domain or accout, my web server is restered.
It takes 1 more minute.

So I want to restart web server every 1 hour.

Normally only need 10-15 waiting for restart (in queue).

If your website not response in certain time, it's possible your webserver and or php need to optimizing.
