why all user can remote mysql externally-Kloxo-MR ?

today i realize all mysql user have % value so they can remote mysql externally 
i think the defult value most be 127.0.0.1
how can i set Kloxo add user with just local access for db users?

Add to my.cnf:
skip-networking
you will need to use localhost, not 127.0.0.1, after the change
