Try 'chkconfig php-fpm on'.

This option just make sure php-fpm starts when booting the server.

I mean such setup:

- you add new customer
- all existing php scripts for existing customer works fine
- new customer php scripts does not work because php-fpm doesn't know anything about such customer (needs reload when creating new customer)

Latest Kloxo-MR not using 'createRestartFile("apache")' (it's mean running 'service httpd restart') if need restart but 'createRestartFile("restart-web")' (it's mean running 'sh /script/restart-web'; including php-fpm in 'restart-web').

To minimize 'wrong restart', restart-web will check web services (also php-fpm) state as 'on' or 'off'. So, only 'on' state will be restarted. It's why need 'chkconfig php-fpm on' to make sure php-fpm state as 'on'.
