No, I see it only when the server is shutting down. If you have a KVM you can investigate (see one of your online.net servers).

httpry also reports [FAILED] only when shutting down the server.

It's normal pure-ftpd init. Try 'chkconfig pure-ftpd on; sh /script/restart-ftp'.
